SENATE BILL NO. 8 am was before the Senate on reconsideration. Senator Lincoln moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 3. Senator Taylor objected, then withdrew his objection. There being no further objections, the bill was returned to second reading. Senator Lincoln offered Amendment No. 3 : 1997-02-26 Senate Journal Page 0524 SB 8 After facilities in Amendment No. 1: Delete: in this chapter, substantial change in the use does not include a mere increase in the frequency of flights or the number of shots. Senator Lincoln moved for the adoption of Amendment No. 3. Senator Halford objected. The question being: Shall Amendment No. 3 be adopted? The roll was taken with the following result: SB 8 am Second Reading Amendment No. 3 YEAS: 5 NAYS: 15 EXCUSED: 0 ABSENT: 0 Yeas: Adams, Duncan, Ellis, Hoffman, Lincoln Nays: Donley, Green, Halford, Kelly, Leman, Mackie, Miller, Parnell, Pearce, Phillips, Sharp, Taylor, Torgerson, Ward, Wilken and so, Amendment No. 3 failed. SENATE BILL NO. 8 am was automatically in third reading. Senator Donley moved and asked unanimous consent that he be allowed to abstain from voting due to a conflict of interest. Objections were heard and Senator Donley was required to vote.
